Yes it is easily possible with  Copywhiz .

Select the folders on your Windows computer, then in Advanced mode, configure it to copy only file of particular name. Here you specify a file name that doesn't exist and proceed with copy.



 Copywhiz  will create the whole directory structure without any file.
