If I go with the portable version of  Notezilla  sticky notes app which runs off a flash drive, would I be able to use the android app and sync the sticky notes?

Yes, surely it will work. Both regular & portable versions are exactly same technically, so you will be able to automatically sync every minute and access sticky notes over the phone app too.
