Sticky note always stay on top in Windows

I recently downloaded  Notezilla  for Windows for review. I checked the "Stay on Top" box in "Preferences", but my sticky notes don't stay on top if another program is opened. Is there another place that I need to check or uncheck?

To keep individual sticky notes on top in  Notezilla  (Windows), go to a sticky note, click inside it and just click on the pin on the top. This will keep the sticky note on top.

The "Stay on top" check box in Preferences --> Note tab is default setting for all new notes created there on.
