To sync sticky notes using cloud, does the program  Notezilla  need to be installed on every device (Windows, Android, iPhone, iPad etc)?

Yes, if you wish to sync desktop sticky notes with the cloud then you will need to install  Notezilla  on each Windows system. Notezilla.Net web app can be accessed from any Internet Browser on any device. So there is nothing to install if you are going to use the web app.
