Is there any notification feature in  Notezilla  that enables a sticky note to pop up at times specified by the user, such as "every day at noon", "every Monday at noon" or any particular date(s) and time(s) specified by the user?

This is surely possible with  Notezilla . Use the Due Date option as shown below to set a reminder date and time:
